Leadership
As your County Commissioner, I've worked continuously to review how we work and look for ways to improve our process, save taxpayer money, and increase productivity.

Improved Efficiency and Other Accomplishments

  • Economic Development – Commissioner Carpenter has been instrumental in attracting large businesses to Johnson County which increases local job opportunities and increases the county’s tax bases. When the tax base is increased with businesses, it helps to lower the ad valorem taxes paid by individuals.
  • Sign-Making Capability Added to County – Carpenter was instrumental in localizing road sign capabilities. With the county having the capability to produce its own road signs, the time it takes to replace street signs has been greatly reduced, making roads safer.
  •  1st Prisoner Work Crew in Precinct 3 – Carpenter started the first prisoner work crew in precinct 3. Inmates work daily, under trained supervision, to keep roadsides and intersections free from obstruction for better visibility when driving. When operating at capacity, this program saves Johnson county taxpayers approximately $100,000 per year.
  • Adult Probationers Used for Litter Pick-Up - Carpenter was the first commissioner in precinct 3 to utilize adult probationers to pick-up trash along county roads, saving taxpayer dollars. 
  • Recycling Old License Plates Carpenter began recycling old license plates by making reflectors for use in marking curves and other landmarks along county roadways. These inexpensive reflectors save taxpayers money and make our county roads safer at night.
  • Johnson County Services Complex Working with the Commissioner’s Court, Carpenter was instrumental in purchasing and remodeling what is now the Johnson County Services Complex which houses the Sheriff’s Department Administration, Purchasing Dept, Juvenile offices, and storage for the county without raising taxes.  
  • Alvarado Sub-Courthouse During Commissioner Carpenter’s term, the Alvarado sub-courthouse was remodeled, making it compliant with the American with Disabilities Act and enlarging the space for our employees.  These capital improvements were made without raising taxes.

Experienced Leadership

I try to demonstrate effective leadership in all that I do.

  • Environmental Leader – Commissioner Carpenter started the first 4 (10-hour) day work week in the county to help with air quality issues and improve work-flow efficiency. With the rising costs of fuel and energy more than doubling since he took office, Commissioner Carpenter began looking for ways to increase efficiencies in work processes while saving energy costs as well. After analyzing the current work levels, fuel consumption, and costs to keep roads paved and maintained, Commissioner Mark C. Carpenter determined that by working four 10-hour days, rather than five 8-hour days, the county will be saving money and getting more work done.  Full Story/Click Here
  • Commissioner Mark C. Carpenter is named Certified Commissioner - Carpenter received the distinction of being named a “Certified Commissioner” from the County Judges and Commissioners Association of Texas (CJCAT). The Advanced Certification Program is a comprehensive, four-year course of study of county government that includes courses covering the functions of every constitutionally designated elected office in the county. Carpenter was one of the first county commissioners in the state to have ever received the honor.
  • Keeping “Character First”Carpenter led the way to keep the Character First Program in Johnson County. He was the only commissioner that voted to keep the program that was eventually brought back with overwhelming support from the public.
  • Meals on Wheels available in Lillian Worked with the Executive Director of the Johnson County Meals on Wheels to bring these much needed services to home-bound citizens of Lillian.
